The purpose of this Request for Qualifications is to pre-qualify Proposers who will be directly solicited and invited to participate in a Request for Proposals (RFP) for Roadway Construction Services. Proposers must be successfully pre-qualified through this RFQx process in order to advance and receive an invitation to participate in the RFP.
Denver Water’s Operations and Maintenance division requires roadway construction services in Denver Water’s service area (see map below). These services are required before and after normally-scheduled pipe and valve maintenance repairs or after emergency water main break repairs. This work occurs simultaneously throughout the service area and spans across jurisdictions to numerous locations; the work varies in size, priority, and repair types (trenching, asphalt street repair, concrete curb and gutter work, pavement marking/striping, etc). As a water utility, Denver Water operates 24 hours per day 7 days a week including holidays. While planned maintenance work is primarily scheduled during normal business hours, Monday through Friday, it is not uncommon that this work is requested and required off hours as a result of emergency water main breaks. In these circumstances, time is of the essence and Proposers must be agile and able to respond to emergency work that is requested after hours, on weekends and holidays, and with short notice. Typically, scheduled jobs comprise 95% of the work, with the remaining 5% being work in response to emergency repairs. Scheduled work may include pre-construction services, typically consisting of street surface penetration through sawcutting or trench rotomilling means. Denver Water does not directly employ paving crews; therefore, all street restoration work is sourced externally. This work is critical to our core operations and directly impacts and supports our ability to distribute water to 1.5 million people in the city of Denver and many surrounding suburbs with minimal impact to the communities in which we operate.
