Dominion Water & Sanitation District (DWSD) is seeking proposals from experienced and qualified firms (proposer) to serve as their District Engineer (DE). DE services include providing water quantity and quality evaluations through modeling efforts using specific software; assistance with strategic water and wastewater operational decisions; master planning efforts including development plan review; support in developing requests for proposals to obtain consultant services for upcoming capital improvement projects, and other mutually agreed upon services.

Four (4) paper documents, as well as one (1) electronic version of the Proposal in PDF format sent via email to the Owner’s point of contact, must be received no later than that indicated in Section 4.4, Proposal Submission. The Proposal shall include the technical and price proposal in one envelope or binder, labeled as follows:

Each Proposer assumes full responsibility for timely delivery of its Proposal at the required location. Any Proposal received after the submittal deadline will be deemed non-responsive and returned.
