RFP-17-01-027 - Health and Welfare Benefits Consultant

Douglas County School District Re-1 (“DCSD”) is requesting proposals from qualified firms or individuals for Health and Welfare Benefits Consultant.

Douglas County Schools has 8,300 active employees with approximately 6,200 benefit eligible employees.  As of July 1, 2016, Douglas County Schools offers the following health plans: 

• TPA Administered Self-funded HDHP (High Deductible Health Plan), partnered with a health savings account.
• TPA Administered Self-funded PPO health plan with copayments for medical treatment and pharmacy services. 
• Fully-insured Kaiser HMO HDHP (High Deductible Health Plan), partnered with a health savings account. 
• Fully-insured Kaiser HMO health plan with copayments for medical treatment a health savings account is not available with this plan. 
• Two fully-insured dental programs underwritten by Delta Dental (Basic Preventive plan and a Premier Plan). Employer pays for Basic Plan for Employee only. 
• Vision Coverage through VSP on a voluntary basis.  No employer contributions are made for the vision coverage. 
• Health Savings Account Administered by HSA Bank.  Employer contributes monthly amount into each employee’s HDHP H.S.A. Account. 
• Three FSA Options -  Healthcare FSA (not for employees enrolled in a High Deductible Health Plan), Limited Purpose Healthcare FSA, and Dependent Care FSA.  These plans are administered by PayFlex Systems with deductions on a pre-tax basis for unreimbursed health, dental, vision expenses and dependent care accounts. 
• Employer paid fully-insured Basic Group Life, AD&D, and Long Term Disability offered through Standard Insurance. 
• Voluntary Supplemental Group Term Life, AD&D and Short Term Disability Insurance offered through Standard Insurance. 
• Voluntary Worksite Benefits, Critical Illness and Accident Insurance
