19-004 - CJC: Electronics Upgrade Renovation Project

The Sheriff Office (SO) maintains the Criminal Justice Center (CJC), a detention facility at 2739 E. Las Vegas Street in Colorado Springs. The facility has a maximum capacity of 1837 inmates, with a current average daily population at 1650 inmates. The facility is comprised of two separate main areas. There are 23 wards inside the brick and mortar structure of CJC. There are two Sprung Structures located on the North end of the complex. Two housing units designated as Hotel-1 & 2. Two Housing units designated as a Detox facility. Both of the Sprung Structures have panic alarms attached to the MCS system, as well as numerous cameras attached to the Avigilon camera system.
 
All correctional facilities necessarily have significant security requirements and utilize certain precautions that will restrict the contractor’s ability to have ready on-site access to the designated units which require servicing. In particular, the SO has stringent criminal background check requirements for every individual technician, prior to access being granted. Cell phone use may be restricted to the inside of the contractor’s locked vehicle. No cigarettes, weapons or other contraband items will be allowed. The contractor’s ability to communicate and coordinate services with each respective facility will be important for the efficient delivery of services.
