RFP-15-057 - Job Readiness Instructional Services

Summary of Specifications:
The El Paso County Department of Human Services (Department) is seeking proposals from qualified firms to provide a Job Readiness Instructional Services Program for participants in the Temporary Assistance to Needy Families (TANF) program. The purpose of the program is to help participants become self-sufficient and better able to care for their children. The primary focus of the program will help participants learn skills necessary to achieve and sustain employment or to improve their employment options. This will be a classroom-based, instructional, work-readiness course. . The Department intends to purchase full use of the program curriculum, as well as the instruction services necessary to implement the course. Instruction services will also include various participant monitoring and progress-reporting services. 



All participants in this program must be currently enrolled in the TANF program in order to receive services. The Job Readiness Instructional Program is a work participation program. Participation is mandatory for TANF participants referred by the Department. Participants will be referred to the Contractor directly by the Department and in accordance with each participant’s Individual Responsibility Contract (IRC, or aka Individual Plan). In accordance with their Individual Plan, participants are required to attend, participate and complete all curriculum components in order to retain their TANF benefits.
