The intent of this RFP is to secure a contract with a qualified and experienced courier service to exchange materials between JCPL locations and Jefferson County offices that will meet the requirements identified within this proposal. Services must be regular, daily (Monday-Sunday with optional fewer days) pickup and delivery at a fixed set of locations across Jefferson County. JCPL seeks solutions related to all aspects of daily delivery service including labeling, packing, pickup, sorting, tracking & transport. JCPL expects detailed proposals that apply courier logistics industry best practices to enhance JCPL’s delivery service. Fast, efficient, reliable, and cost-effective delivery is our primary goal. Currently, JCPL operates courier services autonomously from the County, except for County’s HR payroll, benefits, and some other human resources functions, so courier services between JCPL locations and the County offices are required. The services proposed must contain provisions for immediate back-up in the event of a staffing or mechanical breakdown and for communication expectations to JCPL about such occurrences to ensure that services are provided every day that JCPL operates. Provisions for delaying or cancelling services due to weather conditions that make it unsafe to operate are considered rare exceptions and are at the discretion of the operators. Please note that JCPL is experiencing growth within our expansion plans for the next 5 years and we anticipate at least 2 more full-service library locations (NW Jeffco and South Jeffco) and a smaller location, possibly in the Conifer area. The projected growth will be determined upon pre-opening of each location and will likely be a 10-15% increase in overall volume and transport of materials.
