The State of Colorado Judicial Department, by and through the Correctional Treatment Board (CTB), issues this RFP for the purpose of selecting a Contractor to evaluate the impact of CTB funds using qualitative information to identify access and availability to treatment services; this shall include identifying treatment gaps for individuals in the criminal justice system, and identifying what barriers there are to collect statutorily required quantitative data.
