Summer Valley Park is an 8.1-acre park with a scenic overlook of the Toll Gate Creek Greenway. This park is home to Summer Valley Preschool which offers a continuous preschool program during the school year for children ages 2-5 years old. This playground renovation requires compliance with the Code of Colorado Regulations and Rules regulating childcare centers. This project will replace the small play area adjacent to the preschool and add an accessible playground. It will include play equipment for children 2-5 years old, new park paths, benches, and trash receptacles. To limit additional infrastructure changes, the project aims to build within the footprint of the existing playground.

Award Funding: This project is being supported, in whole or in part by funds from a federal award by the US Department of Treasury American Rescue Plan Act (ARPA), and must therefore follow all applicable Federal, State and local regulations or restrictions.

This solicitation and the resulting contract shall be in accordance with Uniform Administrative Requirements, Cost Principles, and Audit Requirements for Federal Awards, 2 C.F.R. Part 200.

The successful Contractor must be registered on the SAM.gov website and will be required to provide their Unique Entity ID number to the City prior to award.

Davis Bacon requirements do not apply to this award.

Work not specifically called for, but which must be accomplished to construct the work required under this contract, shall be considered as a part of this contract, whether or not specifically detailed.

Additional Bidding Instructions

Each bid response shall be submitted on the prescribed forms supplied in the Project Manual.

Each Bid shall be accompanied by an appropriate guarantee in the form of a Bid Bond made payable to the City of Aurora in an amount of not less than five percent (5%) of the amount of the Bid. Original bid bonds do not have to be mailed; however, each bidder should maintain the original on file should the City request it at a later time.

Bids shall be submitted electronically, preferably in a single file PDF format, through the Rocky Mountain E-Purchasing System (aka BidNet) and must be received no later than 4:00 p.m. (Mountain Time) on November 6, 2024. Bids received using another method such as mail, email, or hand delivery will not be accepted. Late bids will NOT be accepted. Bids shall be retained by the City and cannot be returned.

Bids will be read aloud thirty (30) minutes after the bid closing. This event will be held online using Microsoft Teams. Interested parties may join the event using the link provided in the attached Project Manual page 5 section Bid Submission and Opening.
