This request for qualifications (RFQ) is being issued by the Town of Berthoud, Colorado. The intended result of this RFQ is to have pre-qualified consulting teams that are able to provide timely service to the Town. This service will be to review applications for oil and gas development activity. The Town of Berthoud has recently adopted Ordinance 1336. The successful consultants will have team members with expertise in the application requirement categories listed in Ordinance 1336. For example, the successful consulting team will have team members who are experts in air quality and noise. This is not the only field of expertise, it is an example. The successful consultant team will also have expertise to assist the Town in review of any incident and accident reporting that may be submitted by an operator in compliance with Ordinance 1336. This is an on-call contract and the volume of work cannot be guaranteed or anticipated. The Town seeks a group of pre-qualified teams in the event of need. An annual review of each team and its composition is anticipated.
The selected consultant/team will be expected to participate in project meetings regarding the pending application, present findings at public hearings, and prepare appropriate analysis and reporting to Town staff and others to obtain additional project knowledge, priorities, and options.
