The Town of Castle Rock is seeking proposals from qualified trail construction contractors, who specialize in soft-surface trail construction, to build or maintain native surface, non-motorized, no equestrian-use trails, using sustainable trail development principles. Machinery to be used shall not exceed 39” in width to avoid unnecessary impact outside the trail corridor.
The Town would also like to have bidders provide examples of, and experience in, constructing sustainable trails completed within the last three years. Also provide with your proposals a rate sheet of your company’s expenses and costs, company history, and an inventory of your company’s equipment.
All work must be completed by a professional trail contractor. All equipment operators must be properly certified, and insured. All work must follow Town of Castle Rock Standards and Details.
Work Plan
The extent and character of the services to be performed shall be subject to the general control and approval of the Town of Castle Rock, Trails Planner. Also, the respondent shall ensure a coordinated effort during the course of any and all services that are provided and will openly communicate any potential problem areas.
Mandatory Information to be included in RFP Response
- All responses must address each of the following. Do not exclude any major or minor items of information not specifically mentioned, but which would normally and reasonably be provided. Please be advised that the greater the degree of specificity, the more likely it will be for the Town of Castle Rock to review your response favorably.
- Include a statement related to your firm’s complete understanding and compliance with all of the general and mandatory requirements. Provide a detailed narrative of how you would meet the objectives of the Town of Castle Rock, as outlined.
- Provide a complete description of your firm to include the number of years you have been doing business in the State of Colorado and the prior experience you have had with similar contracts/agreements.
- Identify the key individuals that will be assigned to work with the Town of Castle Rock. List all relevant experiences for each individual. Include resumes with education and work experience for all personnel that has been identified and include a list of responsibilities for each type of work.
- Explain why your company would stand out above all others and why your firm would be a valuable resource to the Town and should be assigned to the preferred vendor's list resulting from the RFP.
- Provide a summary of the partnership that you envision with the Town of Castle Rock.
- All RFP responses must list each task identified in the Services Provided above. Each response must provide a detailed narrative related to your companies documented experience in the successful completion of such tasks. Also, please provide a unit cost for each task (under normal conditions). All respondents should be prepared to provide references for each task listed above.
- All responses must include a detailed list of equipment that is owned, maintained, and operated by your company.
- All responses must include (at a minimum) pricing information relative to performing any/all potential work as described herein. Details related to all reimbursable expenses should also be included.
- All respondents must submit written disclosure of any known potential conflicts of interest that may result during the course of performance of the services listed herein.
- List any and all legal disputes, mediations, arbitrations, and/or lawsuits in which you or your firm has been involved in the last ten (10) years, including details related to the current status and/or outcome. This information should be provided in a separate sealed envelope titled “Legal Dispute Information” and submitted with your proposal response.
- All proposal responses shall include a list of five (5) current references. All references shall include name, title, address, telephone number, fax number, and e-mail address for which you are currently furnishing or have in the past furnished services on a same or similar contract or agreement. The failure to include references and/or the inability to contact the references shall be ample cause for rejection of the RFP response.

Questions will be received until 10:00 AM MST on Tuesday, September 5, 2023. Responses to all questions will be posted on the Rocky Mountain E-Purchasing System no-later-than Wednesday September 6, by 4:00 PM MST through an addendum posted online.
