Multiple fiber providers have approached the Town of Frederick and the Carbon Valley communities to provide their services and build a fiber network within the Town as a service to residents and businesses. Recognizing that access to Town-owned Rights-of-Way is governed by applicable Federal and State law, the Town is seeking to partner with a potential provider(s) to achieve community goals and meet community expectations. Therefore, the Town of Frederick is seeking a qualified fiber provider to build a ubiquitous network within Town boundaries (both west and east of Interstate 25) providing service to residential, commercial, and industrial areas. While it is recognized that a network build out throughout the Carbon Valley (Frederick, Firestone, Dacono) is likely most feasible to a provider, a provider should be willing to build the network in Frederick independently of the Carbon Valley if selected for partnership with the Town.
Proposals are to be submitted to the Town through Rocky Mountain Bidnet and must be received prior to the Closing Date and Time set forth in this RFI.
After an initial collection and screening of proposals, Town staff will identify companies aligned with Town expectations and work with the Board of Trustees to identify a preferred partner. A selected provider may be incentivized by the Town, subject to negotiations, with expedited review processes and/or inspections, blanketed right-of-way permits, discounted fees, or other such measures.
