The Town of Monument, Colorado (Town), is seeking proposals for from qualified consultants to conduct a comprehensive classification and compensation study and analysis to address recruiting, retention, and total compensation fulfilling the scope and criteria outlined in this Scope of Services.
The Town of Monument serves an area of 6.8 square miles and has a population of just over 10,000. Monument is a Home Rule Town and as such follows all restrictions of being a Home Rule Town. The Town is governed by a Town Council consisting of a Mayor and six Council members who are all elected.
The Town employs between 70-90 people annually, all with varying levels of responsibility. Currently the Town has 59 unique job descriptions, all full-time employees, with seasonals during the summer months.
Some positions may be over classified, while others may be under classified. Concerns expressed about the current plan include, but are not limited to:
(a) Inequities may exist in the compensation plan – employees who have only been with the town a brief time may have salaries equal to employees who have been with the town for several years.
(b) Over the past years, the Town of Monument has given bonuses, and COLA increases to fill the inflation gap, a salary compression may exist.
The consulting firm will meet with the Town leadership team to discuss the project and set the projects goals and schedule. Review and analyze everything related to the current structure including the existing wage scales and classification system for the town, current pay philosophy and definition of market, all job descriptions, organization structure, and census data for all incumbents as well as any prior compensation studies or job matching that may be provided. Analyze all the data, meet with stakeholders, and work collaboratively to deliver a total compensation and classification that is customized to the town and its unique needs.
