Sealed bids for the Town of Nucla’s Main Street Improvement Project, will be received at the Town of Nucla, 320 Main Street, Nucla, Colorado until 3:00 p.m., January 6, 2025 at which time, in said office, bids will be publicly opened and read aloud. Mailed bids should be addressed to Town of Nucla, P.O. Box 219, Nucla, Colorado, 81424, Attn: Melissa Lampshire, Town Manager. The Town Board of Trustees will review the bids for accuracy and completeness. The town plans to award the project to the qualified low bidder at the Regularly scheduled meeting On January 22, 2025
The construction site is located between 3rd Avenue to the north and 5th Avenue to the south along Main Street (Hwy 97) in the Town of Nucla, Colorado. The work for which bids are requested includes following major items:
Replacement of sidewalks, installation of ADA ramps and crosswalk markings
The Contract Documents, including Plans and Specifications may be examined at the following locations:

The bid packet hall include the following:
- Signed Bid Tab with every unit and total cost populated
- Acknowledgement of all Addendums and dates issued

The apparent low bidder must submit the following forms within 5 days of bid open:
- CDOT Form 605 – Contractors Performance Capability Statement
- CDOT Form 621 – Assignment of Antitrust Claims

files of the Plans and Specifications. Interested parties must register for a free account to view and download the Plans and Specifications.
Optional paper copies of the Plans and Specifications may be obtained at the office of Mesa Engineering, 330 S. 5th St., Montrose, CO 81401 upon deposit of
$50.00 per set. There will be a refund of $25.00 for documents returned in good condition within 15 days after the bid opening.
This project is also subject to the State of Colorado’s Department of Transportation requirements as further described in the Contract Documents, including:
- National Term on Suspension and Debarment
- Equal Opportunity and Affirmative Action
- Williams Steiger Occupational Safety and Health Act of 1970
- Discovery of Archaeological and Other Related Items
- Must list CDOT as additionally insured on its general liability and automobile liability policies
- The contractor shall include in all subcontract’s the language found in CDOT Standard Special Provision - Required Contract Statements Federal American Rescue Plan ACT / State and Local Fiscal Recovery Funds (ARPA /SLFRF) Construction Contracts.
The Town of Nulca, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C. §§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for any award.
Complete instructions regarding insurance, bonds and bidding requirements are given in the Instructions to Bidders. A bid security of 5% is required. The Owner reserves the right to waive informalities in bids and to reject any or all bids. Performance and payment bonds (100%) are required in the Contract.
A non-mandatory site visit for potential bidders will assemble at the Town Hall at 11:00 a.m., December 19, 2024. Bidders are requested to RSVP by contacting the Town.
