The Town of Snowmass Village, Colorado is requesting bids for purchase of water-to-wire hydropower generating equipment for a new small hydro plant to be installed inside an existing underground Pressure Reduction Valve vault.
The Town of Snowmass Village treated water distribution system includes an existing underground PRV vault (as shown in photos below) which typically has a flow of about 1000 gpm with a pressure differential across the PRV of about 100 PSI (details below). The PRV vault was originally constructed anticipating that a small hydro turbine would be installed in the future, with piping parallel to the PRV already in place as shown. The project is now likely to be economically feasible because of an attractive feed-in-tariff rate available from Holy Cross Energy. The project has already completed FERC approval as a Qualifying Conduit and the Town Council has already allocated project funding in order to complete project construction.
The Town expects to serve as the General Contractor for the project, and is seeking a vendor to provide a hydro turbine, generator and controls equipment package sized appropriately for the site given available head and flow. Town staff, working in collaboration with local plumbing and electrical contractors, expects to install the equipment with final commissioning, start-up and local staff training overseen by representatives from the selected hydro equipment vendor. Electrical interconnection will be via an interconnection agreement with the local utility, Holy Cross Energy, which has agreed to provide a financially attractive power purchase agreement for the project provided that it is online by December 31, 2019.
The Town will evaluate proposals received based upon factors including cost and ability to deliver equipment quickly so that the project can be generating by the end of 2019. The following Town staff and Town consultants are available to answer questions regarding the project:
