INVITATION TO BID
Sealed Bids will be received by Upper Thompson Sanitation District (hereinafter referred to as the District or Owner), at Upper Thompson Sanitation District, 2196 Mall Road, P.O. Box 568, Estes Park, CO 80517 until 2:00 PM, local time, on December 1, 2017.
Bids may be deposited at the District Administration Office, 2196 Mall Road, or mailed to P.O. Box 568, Estes Park, Colorado 80517. No faxed or emailed Bids will be accepted. Sealed Bids should be in an envelope labeled “Fall River Sanitary Sewer River Repair.” Bids will be opened and publicly read to all those present. Vendors submitting Bids are invited, but not required to attend opening. Sole responsibility rests with the vendor to see that their Bid is received on time at the stated location. No Bids will be considered which are received after the time indicated and any Bids so received after said time shall be returned to the Bidder unopened. Bids will be received on a price basis as set forth in the Bid Proposal.
The Agreement provides for the construction of Fall River Sanitary Sewer River Repair, Estes Park, Colorado 80517, hereinafter referred to as the Work.
All bids must be in accordance with the Contract Documents on file with Upper Thompson Sanitation District.

Specifications for Work and Materials for the sewer system will be in accordance with the Upper Thompson Sanitation District, “Rules and Regulations”, January 2017. This manual is an essential part of the project specifications and is not provided by Cornerstone Engineering & Surveying, Inc. It is up to all bidders to procure a copy of this manual for their use. A pre-bid conference will be held at 10:00 AM on November 17, 2017 at the office of Cornerstone Engineering & Surveying, Inc., 1692 Big Thompson Avenue, Suite 200, Estes Park, Colorado 80517. Prospective bidders are invited to present their questions relative to their Bid at this meeting. Attendance at this meeting is not a requirement for submitting a Bid for the Work.
Bids will be received on a price basis as set forth in the Bid Proposal.
All work must be substantially completed within 60 calendar days after commencement of work with substantial project completion no later than March 1, 2018. No Bid may be withdrawn within a period of sixty (60) days after the date fixed for opening Bids.
The District reserves the right to reject any or all, or any part, to waive any formalities or informalities, or to accept a Bid or combination of Bids, if any, which in its sole and absolute judgment will under all circumstances best serve the District’s interest. No Bid will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the District.
The OWNER reserves the right to reject any and all bids or to accept that bid or combination of bids, if any, which in its sole and absolute judgement will under all circumstances best serve the OWNER'S interest. No Bid will be accepted from any firm, person, or corporation, who is a defaulter as to surety or otherwise, or is deemed incompetent, irresponsible, or unreliable by the OWNER.
No Bids will be considered which are received after the time indicated and any Bids so received after said time shall be returned to the Bidder unopened.
Where items of equipment and/or materials are specifically identified by the manufacturer’s name, model or catalog number, only such specific items may be used in the Bid unless prior written approval of other material has been obtained from Cornerstone Engineering & Surveying, Inc. Applications for such approval shall be submitted in duplicate at least five (5) working days prior to Bid opening date. Applications for approval shall be accompanied by a typewritten listing of the specified manufacturer and catalog number and shall also state in typewritten detail any and all significant details in which each item requested for approval differs from the item specified. Failure to list such information shall not relieve the Contractor from providing properly functioning or fitting materials, regardless of the approval action taken by the Engineer.
The Contractor shall name the Upper Thompson Sanitation District and Cornerstone Engineering & Surveying, Inc. as “additionally insured” on their General Liability and Automobile Liability Insurance.

All CDBG-DR funded projects must, to the greatest extent feasible, comply with Section 3 when contracting for professional services.
