Objectives: 1) The Proposer will understand the current Division leadership structure and processes through: a) Analysis of existing organizational charts, job descriptions, strategic plans, performance reports, university policies, processes and procedures provided by OSU to determine their alignment with higher education best practices and peer institutions. b) Interviewing, individually and by group sessions, key stakeholders, including senior leadership, department heads, and other relevant personnel, regarding each leader’s and their units’ primary goals and responsibilities as they align with the university’s strategic plan and mission. c) Review the workflow and distribution of assignments to determine if tasks and responsibilities are appropriately aligned d) Facilitate focus group discussions to gather qualitative insights from Division employees from various levels to understand the perspectives of different employees and identify common themes. e) Identify comparable peers for benchmarking of the organizational structure for finance and administration. 2) The Proposer will evaluate the Division’s the internal strengths and context of Oregon State while also considering the current structures at comparator institutions, including: a) Identify: i) The ideal organizational structure to support the OSU over the long term. ii) The ideal reporting structure, particularly areas reporting directly to the Vice President of Finance and Administration/Chief Financial Officer (“VPFA/CFO”) and other members of the Division’s senior and extended leadership team. iii) Areas of potential improvement within leadership roles and responsibilities. iv) The appropriate level, experience, and preparation of current leadership. v) Where tasks and responsibilities can be better aligned. vi) Where departments have overlapping responsibilities and strategies to negate overlap. vii) Where staffing can be enhanced with new and additional training. viii) Where technology can be used to maintain current staffing levels while increasing services. ix) Optimization of organizational spans and layers. x) Current and future staffing needs for each unit.
