The selected firm will be responsible for conducting a Physical Needs Assessment (PNA) of all Authority properties. The Authority portfolio includes traditional low-income public housing, State of Connecticut Moderate Rental and Elderly housing as well as shelter housing and units not affiliated with any particular affordable housing program. The PNA must be conducted in accordance with the Connecticut Housing Finance Authority’s (CHFA) Standards of Design and Construction and requirements of the HUD Capital Fund, Section 18 and Rental Assistance Demonstration programs. Certified analysts shall thoroughly inspect the exterior, interior and systems of the property, analyzing the remaining economic life of all significant building components.
