The selected firm would provide engineering consulting services to the Department to update the concept of operation plan including documentation of roles, responsibilities, and system interfaces amongst the various permanent program partners. The selected consultant will also assist with the selection of vendor for the program and provide operations and maintenance oversight during system deployment including but not limited to: • Monitoring of system and vendor performance against contract • Data analysis and reporting • Quality control • Supporting selection of construction sites and locating equipment • System updates and change management. • System anomaly detection and resolution • Support of violation escalation efforts
