Specifications include, but are not limited to: The Town of Groton is soliciting a Statement of Qualifications (RFQ) from firms to develop a Complete Streets & Trails Plan (the “Project”) to improve the Town’s active transportation network. Interested respondents must demonstrate expertise in bicycle, pedestrian, and trails transportation planning, Complete Streets design, community planning, and graphic design. The Project will be developed in conjunction with Town staff, stakeholders, and residents to create a roadmap focusing on implementation of a Complete Streets model for future right-of-ways and trails improvements and encompass a unified vision and goals, public outreach, data collection, network analysis, routing, and graphics to facilitate effective implementation. This document outlines the requirements, selection process, and documentation necessary for submission. The completed Project will be incorporated into an update of the Groton’s 2016 Plan of Conservation Development (POCD) and 2023 Recreation Master Plan. The Recreation Master Plan identifies community connectivity as the highest future need and the highest importance to households. The Project will also complement other local and regional planning efforts.
