1) Media Extraction and Conversion Every DVD will have the media content extracted and converted to a self-contained media file with audio, video, and closed captioning. One DVD shall produce one media file. The converted media file format minimum specifications are: a) Video: i. Mp4 container; ii. 640 x 480 frame size; iii. H.264 or HEVC codec; iv. 3 Mbps Encode rate; v. 29.97 frame rate; and vi. 4 x 3 aspect ratio. b) Audio: i. 256 kbps encoded bit rate; ii. 48 kHz sample rate; and iii. Two channel stereo. c) Closed Captions: EIA-608 SCTE-128 mixed into the video when available on source; d) Resulting files should be playable in Windows Media Player with Closed Captions appearing in the CC1 track. 2) Filename Format Every media file name shall include the information on the DVD face label, not the jewel case, including the date and archive number. For DVD sets, that is, one program that spans two or more DVDs, the file name shall include the letter designation (Volume) that is printed on the DVD face label next to the archive number, such as: • YYYY-MM-DD_[Archive No.]_[Volume](if necessary) o Ex. 2011-06-30_13926 • Three DVD set example: o Ex. 2009-03-09_9775 A o Ex. 2009-03-09_9775 B o Ex. 2009-03-09_9775 C
