The selected firm is expected to provide the general professional services and dedicated personnel to perform the following: a. Assist the Town Assessor in making the complete reappraisal and revaluation of all real property within the corporate limits of New Milford, CT effective as of October 1, 2025 (see Section 9 - Attachment A for a breakdown of accounts). The Revaluation Project will cover and include all real property in New Milford including the following categories: 1. All taxable real estate, land, buildings, and improvements. 2. All tax-exempt real estate, land, buildings, and improvements. 3. All public utility land, buildings, and improvements. Excluded Properties: The selected firm will not be responsible for the valuation of any properties owned by Firstlight CT Housatonic LLC: 1. Bulls Bridge Power Plant, 8.4 mega-watt run-of-the-river hydroelectric facility 2. Rocky River Power Plant, 29 megawatt pumped storage (Candlewood Lake basin) hydroelectric facility Unique Properties: 1. Approximately 200 waterfront homes with direct access to Candlewood Lake and another 350 properties with direct views of the lake 2. New Milford Hospital (Nuvance Health) 3. Kimberly Clark Kleenex Facility, a 1,350,000 square foot manufacturing business (paper mill) that includes a 20 megawatt Combined Heat and Power (CHP) facility, a wastewater treatment plant, and a raw water treatment plant.
