Statement of Work for Philips Telemetry Upgrade/Replacement Wilmington VA Medical Center SCOPE OF WORK AND GENERAL SPECIFICATIONS FOR Philips patient monitoring upgrade/replacement for the Wilmington VA Medical Center (VAMC). Background The Wilmington VA Medical Center located at 1601 Kirkwood Highway, Wilmington DE, 19805, is requesting procurement of Philips s Telemetry transmitter to replace current equipment that is recalled with no estimated repair plan in our Med-Surgery Department. In addition to replacing critical patient monitoring transmitters, the facility is planning to upgrade existing Philips equipment that is past end of life. After all equipment is updated and upgraded the final procurement request is to deploy a centralized monitoring system that integrates telemetry and bedside monitors. This will allow the facility to have oversight over all patients connected to equipment which provides critical monitoring over Veterans and modernizing/standardizing the facility. Procurement of this equipment will be a facility-wide project involving the Intensive Care Unit (ICU), Emergency Department (ED), Isolation Room, Postanesthesia Care Unit (PACU), Dialysis, Ambulatory/Gastroenterology (GI), Operating Room (OR), IR Suite, and Med-Surgery Department. This will allow the facility to have oversight over all patients connected to equipment which provides critical monitoring over Veteran s and modernizing the facility. Project Scope Wilmington VAMC is planning to deploy a monitoring system that integrates telemetry and bedside monitors. This procurement would allow clinicians to share central stations, share equipment and data across the facility. Deployment of a MX40s - Patient Telemetry Monitoring System on the 4th floor to monitor ECG and SPo2. This is to replace the Nihon Koden system this recalled due to Arrhythmia recalls being inactive and delays in warnings. WVAMC is on a contingency plan due to this failure and the plan requires to print ALL level alarms or assign sitters. Due to COVID staffing is limited as the facility is supporting testing, deployments, and vaccination clinics. Along with the replacing current transmitters, the project plans for Dual Display Surveillance Stations. Plan is to utilize Touch Displays for Patient Waveforms and a Touch Display for Patient Data. Surveillance will display patients vital sign information. Then install remote displays off each primary display for visibility of patients at 4 other locations. Adding this system to the existing routed infrastructure for connection to the Philips Monitoring Network and install wireless coverage. Due to storage restrictions in the warehouse, the project will need to be completed in phases identified below. Specifications MedSurg: Remove current Nihon Koden System and replace with 35-Patient Telemetry Monitoring system to monitor ECG and SP02. Additional installation of wireless coverage will also need to be completed. Install 2 each dual display surveillance stations and deploy touch displays. 1 surveillance will display 18 patients and 1 will show 17 patients. Install remote displays off each primary display for visibility of patients at 4 other locations in the department. Add the system to the existing routed infrastructure for future connection to the network. Install 35 MX40s with SPo2 capabilities. ICU: Replace bedsides with MX series monitors. ED: Replace Bedsides with MX series monitors. Add 32 remote display to ED Surveillance Station using 2560 remoting solution. New EFP PC will be required. Rp5810 will be upgraded to PIC iX C and become spare hardware. Add a Central Monitoring Room that will monitor 57-Patients. Deliveries must be coordinated in advance with COR once a ship date is established. The COR, Biomedical Engineering and/or Logistics Representative shall be the only VA entity signing for freight received on this requirement. All items included in the requirement shall be shipped and delivered to site at same time. If deliveries must be broken into several shipments due to size, this must be coordinated in advance with the COR. Failure the coordinate shipment with COR, may result in failure to deliver on site and cause re-scheduling of delivery/freight at no charge to the government. The packing slip must include the VA-issued purchase order number Additional Charges There will be no additional charge for time spent at the site during, or after the normal hours of coverage awaiting the arrival of additional FSE and/or delivery of parts or installation. Packaging Waste management Contractor shall remove packaging materials and all shipping debris from site and dispose of at appropriate recycling facilities. Contractor shall collect and separate for disposal all paper, plastic, polystyrene, corrugated cardboard, packaging material in appropriate bins for recycling on site if available. Contract shall fold metal and plastic banding, flatten and place in designated areas for trash.
