Specifications include, but are not limited to: I. Capital Improvement Plan (CIP) Each bidder shall include a proposed CIP including design concept plans, the estimated capital cost, financial capability to complete the CIP and/or fundraising plan, and construction schedule. At a minimum, the County would expect the complex to include softball fields, bleachers, lights, food/beverage station(s), benches, restrooms and parking. Record plans related to the CIP must be submitted to and approved by all required agencies, including but not limited to the County Land Use Department and the Delaware Department of Transportation (DelDOT). Projects must have site plans reviewed and approved by the Land Use Department and certain external agencies, for example: DelDOT II. Operation and Maintenance The successful bid vendor shall be responsible for the long-term operation and maintenance of the softball complex. Each bidder shall submit a plan for the operation and maintenance of the softball complex, including but not limited to: l. A business plan supporting the CIP and long-term operation and maintenance of the complex. 2. Proposed use of the fields by sports league and other entities, including use of the fields for tournaments. 3. Proposed rates for use of the complex. Please note that rates shall be comparable to rates charged by like facilities in the area. Further, bidder shall provide and describe programs that are available to residents at all income levels, which may be assured through scholarships or similar financial assistance use and promotion of the Softball fields by sports leagues and other entities, along with proposed fees for such use.
