The U.S. Embassy's Public Affairs Section (PAS) is seeking a vendor familiar with social impact video games to develop an interactive video game or visual novel focusing on D-Day, with the goal of engaging 16–25-year-olds. We want to emphasize the importance of diplomacy and constructive engagement in our game. Our target audience includes younger players, and we want to ensure that the content is suitable for them. The focus must emphasize the importance of peaceful resolutions and strategic decision-making and on less on overtly violent images. By prioritizing diplomacy in the game, we can provide a more engaging and educational experience for our audience.
The game is set to be released just before the June 2024 commemorations, aiming to increase awareness, and understanding of the American role in the events surrounding D-Day. Only companies or individuals specializing in this field should apply.
Awards are made to the lowest priced technically acceptable offeror who is a responsible Contractor. The Government may award a Purchase Order / Contract based on an initial offer without discussion. Any awards made are firm fixed price type agreements, and payments for services will be made after the event based on quantities and unit prices only to the extent specifically provided in the contract. Contractors should submit invoices for payment after full completion of the services. Payment is made by electronic funds transfer to contractor’s bank account.
All U.S. Government Contractors receiving an award valued at $30,000 USD or greater must register in the System for Award Management (SAM) Database www.sam.gov prior to contract award pursuant to FAR provision 52.204-7. The website compiles standard information such as company legal name, street address, contact information, and the kinds of goods and services offered. There is no cost involved, neither in obtaining the NCAGE code nor to register in SAM. Prospective offerors are encouraged to register prior to the submittal of quotations/proposals.

The questions will be anonymized, and responses will be sent to all prospective offerors in writing.
