The St. Petersburg, Florida, Veterans Affairs Regional Office (VARO) in accordance with the Veterans Benefits Administration (VBA) has a requirement for a Firm-Fixed-Price Purchase Order to provide services associated with the following project objectives:
- Measure Veterans abilities, aptitudes, and interests through online assessment software;
- Supply assessments tools through the online software that will assist with educational opportunities and/or career pathways for Veterans;
- Furnish separate online portals for the Veterans to take the assessment and for the Regional Office to set testing parameters and obtain assessment reports; and
- Provide accessibility to the online portals on a twenty-four (24) hour basis.
The North American Industry Classification System (NAICS) Code is 518210 and the small business standard is $40 million. Any interested Service-Disabled Veteran-Owned Small Business (SDVOSB), Veteran-Owned Small Business (VOSB), or Small Business (SB) are strongly encouraged to indicate interest for this project, in writing, no later than April 22, 2024 at 3:00 pm EST. Interested SDVOSBs, VOSBs, and SBs should submit the following three (3) components on or before April 22, 2024 at 3:00 pm EST to the Contracting Officer at Dirk.Kelley@va.gov.
(1) Statement of Intent that a Quotation will be submitted to the potential future Solicitation for this project, which said Statement of Intent shall include the company s System for Award Management Unique Entity Identifier (SAM UEI) Number;
(2) Verification through the Small Business Administration (SBA) Veteran Small Business Certification (VetCert) and/or SBA Dynamic Small Business System (DSBS) as a SDVOSB or VOSB under the NAICS Code of 518210, if applicable; and
(3) Statement with capabilities to satisfy the project objectives above along with the identification of the online assessment tool software.
Please submit all three (3) components, in sufficient detail, prior to the designated deadline for a determination on available and interested SDVOSBs, VOSBs, or SBs.

Any interested SDVOSB or VOSB must represent the status as an SDVOSB or VOSB concern in SAM.gov and in SBA VetCert or SBA DSBS.
