Washington Headquarters Services (WHS) Acquisition Directorate (WHS/AD) is releasing this solicitation electronically only for Short-Term Meeting Space for the dates of December 3-4, through the Procurement Integrated Enterprise Environment (PIEE) at https://piee.eb.mil with a notice and link transmitted to www.sam.gov. This electronic version of the Request for Proposal (RFP) is the official version for this acquisition. No hard copy of this solicitation will be issued. Offerors will be notified of any amendments to this solicitation electronically via PIEE. Offerors shall submit their proposals electronically via PIEE. Any proposal received after the due date and time specified for receipt will be considered late and will be rejected. The Government anticipates an award of a firm-fixed priced contract to the responsible Offeror based upon the evaluation factors set forth in this Request for Proposal (RFP) FAR Clause 52.212-2 Evaluation--Commercial Products and Services (NOV 2021) (Addendum). This Solicitation will be issued as a total small businesses competition under NAICS Code 721110 ?Hotels (except Casino Hotels) and Motels.?. Only proposal received by small businesses will be accepted and reviewed. All Offerors must comply with the following instructions for proposal format and content. Proposals that do not comply with these instructions may render the Offeror ineligible for award. The Offeror shall submit documentation illustrating its approach for satisfying the requirements of this solicitation. Proposals must be clear, coherent, and prepared in sufficient detail for effective evaluation of the Offeror?s proposal against the evaluation criteria. The documentation shall address all aspects of this solicitation and include the Offeror?s approach to performing and satisfying the requirements specified in the DAC-IPAD December 3-4 Meeting-Space Requirements and Layout. The Proposal must comply with the entire solicitation. The offeror shall not take exception to any solicitation term. A Proposal that takes exception to any solicitation term or proposes on terms different than the solicitation shall be considered ineligible for award. Vendors are hereby instructed that, regardless of any language that may be used in this solicitation, the Department is NOT conducting this procurement under Federal Acquisition Regulation (FAR) Part 15, ?Contracting by Negotiations.? This procurement is being conducted under FAR Part 12 Acquisition of Commercial Items and FAR Part 13, Simplified Acquisition Procedures. The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The basis for the award is Lowest Price Technically Acceptable (LPTA). Offers shall be ranked in order of lowest price to highest price. The lowest priced offer shall be evaluated first. If the lowest priced offer is technically acceptable, no other offers will be evaluated.
