This Sources Sought / RFI notice is issued by the Department of the Navy, Naval Sea Systems Command (NAVSEA), Program Executive Office Unmanned and Small Combatants (PEO USC), and FFG 62 Constellation Class Frigate Program Office (PMS 515) for the purpose of conducting market research in accordance with FAR Part 10 to determine if sources exist that are capable of satisfying the Navy's anticipated program requirement for the FFG 62 Constellation Class Frigate Program, design and/or follow-on construction. This notice is a Request for Information (RFI) as defined at FAR 15.201(e).
Description(s):
Background: The FFG 62 Constellation Class Frigate Program Office (PMS 515) is conducting market research to identify potential ship construction sources that possess the capability to accomplish future program requirements. Specifically, PMS 515 seeks to identify qualified U.S. surface combatant Shipbuilders as sources for future design and/or follow-on construction of the Constellation Class Frigate. Contemplated activities include, but are not limited to: necessary engineering, technical, material procurement and production support; configuration managment; Class Standard Equipment (CSE) support class flight and baseline upgrades and new technology support; data and logistics management; lessons learned analysis; testing and acceptance trials; post-delivery test and trials; post shakedown availability support; achieving reliability and maintainability requirements; system safety program support; material and fleet turnover support; shipyard engineering team; turnkey support; crew indoctrination; design tool/design standardization; detail design development; and other technical and engineering analyses for the purpose of supporting the Constellation Class Guided Missile Frigate.
PMS 515 invites all U.S. surface combatant shipbuilding sources who are interested in the FFG 62 Class ships, to submit written information sufficient to demonstrate their ability to fulfill the Government requirements. Qualified Shipbuilders must demonstrate that they possess the requisite facilities, workforce, and capabilities to perform the work. Please note that SECRET security clearances will be required for any contractor employees, ship officers, or crewmembers whose duties may require access to classified material and communication equipment.

Third party support contractors providing support to the Frigate Program Office (PMS 515) will have access to the submitted material. These contractors have executed non-disclosure agreements with PMS 515. Submission of material requested in this RFI shall constitute consent to allow access to the material/information by any relevant third party support contractor supporting PMS 515. Submitted material/information will be safeguarded in accordance with the applicable Government regulations.
This notice is not a request for proposals and is not to be construed as a commitment by the Government to issue a solicitation. This notice does not obligate the Government to award a contract or otherwise pay for the information provided in response. Sources choosing to respond to this notice are wholly responsible for any costs/expenses associated with submitting a response. Therefore, any cost associated with the market survey submission is solely at the interested vendor's expense. The Government reserves the right to use information provided by respondents for any purpose deemed necessary and legally appropriate. Any organization responding to this notice should ensure that its response is complete and sufficiently detailed to allow the Government to determine the organization's qualifications to perform the work. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted. Respondents will not be notified of the results of this notice. The information obtained from submitted responses may be used in development of an acquisition strategy and a future solicitation. Submissions will not be returned. No reimbursement will be made for any costs to provide information in response to this announcement or any follow-up information requests.
