8.6 BPA Holder Provided Draft Quality Assurance Surveillance Plan

The Contractor shall submit a draft QASP within 10 business days from award that, at a minimum, includes performance measures and service level commitments in specific performance and service functions.
This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued.
The solication number is 47QMCB24Q0004 and this solicitation is issued as an request for quotation (RFQ)
This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2024-07.
The associated North American Industrial Classification System (NAICS) code for this procurement is 485310, Taxi and Ridesharing Services, with a small business size standard of $19.0 million. This requirement is not a Set-Aside and is open to full and open competition.
The U.S. General Services Administration (GSA) hereby requests quotes for on-demand Rideshare/Ride-Hail Passenger Services.
See attached RFQ for detailed description of services required, locations and pricing volume requirements.
The FAR provision at 52.212-1, Instructions to Offerors-Commercial Products and Commercial Services, applies to this acquisition.
The FAR provision at 52.212-2, Evaluation-Commercial Products and Commercial Services, applies to this acquisition. The Government contemplates establishing multiple BPAs with responsible Quoters that have quotes conforming to the solicitation and will be most advantageous to the Government when considering discount terms and other factors. All non-price factors must receive a “Pass” rating and the price factor must be found fair and reasonable to be eligible for consideration.
The offeror must have updated SAM registration per FAR 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services and a statement confirming, with its offer.
The clause at FAR 52.212-4, Contract Terms and Conditions-Commercial Products and Commercial Services, applies to this acquisition and see additional clauses in the attached RFQ.
The clause at FAR 52.212-5, Contract Terms and Conditions Required To Implement Statutes or Executive Orders-Commercial Products and Commercial Services, applies to this acquisition.

Quotes are due no later than 5:00 P.M. Eastern on November 5, 2024. All interested parties must submit their responses via email to Elizabeth.m.mcewen@gsa.gov with a CC to onthego@gsa.gov. Responses shall be identified in the email subject line with GSA Solicitation # 47QMCB24Q0004. Hard copies or faxed quotes will not be accepted.
Pursuant to Federal Acquisition Regulation (FAR) 52.204-7(b)(1), Quoters are required to be registered in the System for Award Management (SAM) (https://www.sam.gov) at the time of quote submission.
Submittal of Quotes
The Quoter’s quote must follow the instructions for submittal as set forth throughout the attached RFQ. Each quote shall be electronically submitted with a cover letter and five separate volumes (for a total of 6 electronic files):
