This Sources Sought notice is issued for planning purpose only, and does NOT constitute a solicitation for proposals, offers, bids, and/or quotes. This is not an announcement of a forthcoming solicitation, or confirmation that the Government will contract for the items contained in the Sources Sought, nor is any commitment on the part of the Government to award a contract implied. Responses to this notice will assist the Government in identifying potential sources in determining if a Service-Disabled Veteran Owned Small Business (SDVOSB), Small Disadvantaged Businesses 8(a), Historically Underutilized Business Zone Small Business (HUBZone), or Women-Owned Small Business (WOSB) set-aside of the solicitation is appropriate, and in determining whether this approach to securing contracting support is practicable.
Respondents are advised that the Government will not pay for any information or administrative cost incurred in response to this Sources Sought. Responses to this notice will not be returned.
The following information is required in this RFI/Sources Sought:
1. Company name, point of contact, phone number, and address;
2. UEI Number and CAGE Code;
3. Interest in nature of participation [e.g., prime contractor, teaming partner, primary subcontractor];
4. SDVOSB/HUBZONE/8(a)/WOSB certification;
5. Statement of capabilities in providing the required vessels as stated in the Statement of Work;
6. Examples of relevant past performance;
7. Reasonable expectations for delivery timelines
8. Details on the manufacturer’s warrantees on the equipment;
8. Questions, clarifications and/or recommendations to INL to inform a subsequent Notice of Funding Opportunity.

BACKGROUND:
Acquisition of Aviation Life Support Equipment (ALSE), that include Night Vision Goggle (NVG) accessories and parts, Helmets parts, First Aid Kits accessories, and Survival Vest with accessories.
This acquisition is part of the strengthening and support enforce by the INL/ARAVI program to the Colombian National Police, Aviation Area, where all the factors of operation and performance of the different missions and activities implement by the National Police of Colombia were evaluated, against different environmental crimes, support for urban and rural security, drug trafficking and people that currently affect governance in Colombia.
By analyzing these factors, this acquisition of ALSE equipment, accessories, and parts, will strengthen and maintain the autonomy of the Colombian National Police for the maintenance of all the equipment and accessories they require for a safety and professional operation.
Most of this equipment and accessories are required for the use of pilots and crew members in the different missions and types of environments in which these helicopter UH-60A/L operations are carried out under the bilateral agreement between the two governments.
TECHNICAL SPECIFICATIONS:
Preferably, it is required that the items be purchased from the manufacturer, distributor authorized or that they meet or exceed the technical specs and usage in the specific area for which they are being purchased. (Brand Name or Equivalent)
It is required to a quote of the items offered by the seller with detailed specifications adedequate for technical verification.
The offeror must deliver all spares parts with their corresponding and updated certificates, manuals, and/or technical sheets.
The offeror must deliver all items to which a useful lifetime applies with a minimum of 80% in shelf life with their corresponding certificates and Safety Data Sheets (SDS).

DELIVERY (SHIPPING AND HANDLING INSTRUCTIONS):
Offeror shall deliver all ALSE spares parts to the INL freight forwarder facilities in Miami, annex the POC.

Offeror should send all items, preferably consolidated in a package or shipment to our Freight Forwarder or try to avoid partial deliveries of items.
Offeror must notify Marcos Calahorrano INL/ARAVI Aviation Logistics Advisor one week prior to final delivery.
WARRANTY:
Offeror shall provide a warranty for damage or material defect.
CUSTOMS CLEARANCE AND TAX EXEMPTIONS
The US government must provide a tax exemption certificate to the supplier that was chosen in order not to pay Colombian taxes for this purchase.
INSPECTION AND ACCEPTANCE:
INL/ARAVI Instructor UH60 Jairo Diaz in conjunction with the Colombian National Police technician will verify, inspect, and accept all the ALSE spares parts and consumables acquired for the Colombian National Police, Aviation Area in Guaymaral Hangar II.

It should be agreed after acceptance purchase order.
EVALUATION FACTORS:
Lowest price technically acceptable approach will be used unless another method (identified) may be more appropriate.
