The purpose of this solicitation is to provide the Financial and Economic Crimes Criminal Investigation Department (DIFE) of the National Civil Police with a forensic equipment to collect evidence to support the cases related to drug trafficking phenomena in Guatemala.
INL-Guatemala requires the purchase, installation, configuration, operation, testing, training, and technical support of six (06) forensic licenses needed for information access and exchange, automatization of activities, control, and monitoring activities to improve efficiency and effectiveness levels by 25% in all departments.
The system shall be supported by the following software solutions, similar or equal to:
1. Business Process Management Software (BPM) – Aura Quantic license.
2. I2 iBase license.
3. Maltego Pro – OSINT Software.
4. Social links.
5. Archivarius 3000 license; and
6. ArcGIS Suite license to manage and present information for decision-making.
Quotes MUST include the following to be considered compliant:
- PRICE: unit and extended prices, inclusive of delivery charges in USD.
- DELIVERY: Proposed delivery date. Contractor shall provide guarantee that installation, support services and training will be in Spanish and delivered in Guatemala City.
- DESCRIPTION: Description/nomenclature of the item being quoted; product literature may be provided. Quotation must demonstrate compliance with all required features. Also include description of warranty terms. Guarantee that warranty for licenses will have coverage within Guatemala. If brand name is not used technical specification sheets are required to be submitted prior to equipment approval and acceptance.
- PAST PERFORMANCE: A list of contracts within the last two (2) years for the provision of comparable equipment to federal or commercial customers. The list shall include contact information (name, organization, email, and phone) and limited to no more than five (5) references.
- POINT OF CONTACT: A Project Manager to coordinate with INL needs to be identified and provide.
