This is a Request for Information (RFI) as defined in FAR 15.201(e). The Naval Sea Systems Command (NAVSEA), on behalf of the Command-and-Control Program Executive Office directorate (PEO IWS 6.0), is conducting market research to seek industry inputs and interest as well as identify potential sources that possess the capability to accomplish potential future requirements in support of the Navy Electronic Charting Display Information System (ECDIS) program.
SECTION 1: ABOUT NAVY ECDIS
The Navy Electronic Chart Display and Information System (ECDIS) is fielded onboard ships and submarines (Navy ECDIS does not have its own hardware on submarine configurations, only surface configurations) as the navigation planning and plotting system. The capability takes inputs from various sensors to give the ship an accurate representation of its position to ensure safe navigation. Navy ECDIS configuration consists of hardware, software, charting, and capability that meets the requirements defined under section 2. Previously these requirements were two separately competed contracts, one for software development (N0002418C5216) and one for hardware (N6449821G4003).
SECTION 2: SCOPE
- NAVSEA anticipates that a majority of the work contemplated under this notice will be performed at the contractor's site. The applicable NAICS code for this notice is 334511, Search, Detection, Navigation, Guidance, Aeronautical, and Nautical System and Instrument Manufacturing.
- The requirements in this notice consist of Software Sustainment, build to print Hardware Production and Sustainment, System Integration and Engineering Support for the Navy ECDIS System from FY 2026 through FY 2031.
- Efforts will include, but not be limited to, hardware manufacture, assembly, testing, Installation and Checkout (INCO) kits, spares, provisioned item orders, ancillary engineering support, and software sustainment efforts to meet both documented and emergent surface and subsurface baseline capability.
- The prospective source would use the government provided source code, objects, scripts, and executables required to build, install, load, operate, maintain and update the application, as well as provide Integrated Logistics Support (ILS) source material and applicable documentation.
- The prospective source would provide updated product structure documentation.
- The ECDIS system is defined by a Government owned Technical Data Package (TDP). The prospective source would furnish all efforts and resources necessary (including but not limited to labor, materials, travel, and facilities) to accomplish the requirements accomplish required effort.
- The prospective source would maintain the ECDIS hardware and Software Development Environment (SDE), testing infrastructure, and provide requisite facility and security infrastructure to support existing ECDIS baselines.
- When available, the prospective source would migrate to a Government-furnished virtual cloud-based ecosystem to enable implementation of agile software development, test, Fleet deployment, and feedback using DEVSECOPS tools and principles.
- The prospective source would support the efforts to include Program Management, Systems Engineering, Software Development, System Tech Refresh and Obsolescence Update Support, Test and Analysis, Quality Assurance (QA), Configuration Management (CM), ILS, Reliability and Maintainability (R&M), System Safety, System Security, and Cost Estimation.
- The prospective source will need to demonstrate the required level of technical expertise and the production capability necessary to deliver the fully tested equipment in time to meet shipyard “In-Yard Need” dates and backfit installation schedules.
SECTION 3: SUBMISSION INSTRUCTIONS
NAVSEA invites all interested potential sources, including small business concerns, to submit written information sufficient to demonstrate the respondent's ability to fulfill the requirements. Qualified sources must demonstrate that they possess the requisite facilities, equipment, and capabilities to perform the work. Please note that a minimum US facility security clearance level of SECRET is required prior to award. Identify classified facility and secured spaces by CAGE code able to handle design, production, and system level testing to SECRET.
Responses are to be submitted via email to the points of contact listed in this notice, and must be received no later than,30 days of posting. Please ensure that the subject line of any emails containing responses or questions related to this notice includes the name of your firm and "Electronic Chart Display and Information System (ECDIS) RFI Response" (without quotations marks). Please limit responses to a maximum of ten (10) pages in length, excluding the cover page, with a minimum font size of 10 points. Generic capability statements that do not address the information requested in Section 3, Submission Instructions, will be deemed non-responsive without any further communication from the Government. All responsive submissions received within thirty (30) days after date of publication of this synopsis will be considered by the Government.
All information received bearing proprietary markings will be handled in accordance with applicable statutes and regulations. Responses to this notice will not be returned. An acknowledgement of receipt will be provided for all responses received. If you do not receive an acknowledgement within two working days, please notify the points of contacts listed in this notice.

SECTION 3.2: COMPANY INFORMATION
- Identify contracts within the last five (5) years with similar scope and provide brief overview of company responsibilities under the contract.
SECTION 3.3: EXPERIENCE AND CAPABILITIES
3.3.1: Knowledge and experience of US Navy or DoD contracts
The prospective source should describe experience with current or past contracts (USN or DoD) in the following areas:
- Production and sustainment of a hardware suite which will properly accommodate the Navy ECDIS Software or similar software system; and sustainment of Navy ECDIS Software or similar software system; which shall include surface and subsurface baselines and emergent requirements.
- An overview of your company's experience and capabilities producing shipboard equipment and integration of software.
- Awardee will provide updates to Government Furnished Information (GFI) in the form of a TDP.
- Manufacture and test electrical components and electronic circuit card assemblies.
- Acceptance testing of commercial off the shelf (COTS) items and items manufactured to Government approved TDP specifications.
- Formation of test procedures and fabrication of test fixtures for all Lowest Replaceable Units (LRU) and Navy ECDIS Software or similar software system.
- Managing all design and production aspects of Navy ECDIS hardware production program or similar system.
- Conducting Life Cycle Cost (LCC) analyses and updates.
- Implement a Problem Trouble Report (PTR) database which will be externally available to the government via the Internet.
- Development, implementation, and maintenance of a Risk Management Plan to identify, evaluate, and mitigate program risks including technical environmental, safety, cost, and schedule components.
- Providing systems engineering to design, develop, test, qualify, and produce Navy ECDIS Software or similar software and the associated hardware.
- Conducting formal design and test reviews in accordance with DoD requirements/manuals/instructions.
- Implementing and maintaining a Configuration Management (CM) program.
- Managing Government Furnished Material/Property (GFM/GFP).
- Managing obsolescence to include a Diminishing Manufacturing Sources and Material Shortages (DMSMS) plan and metrics.
- Implementing and maintaining a Reliability, Maintainability and Quality Assurance (RMQA) program.
Inherent development knowledge of the Navy ECDIS system or a system of similar scope and complexity, per the following:
- Unique and custom interfaces between internal system components within the Navy ECDIS system or a system of similar scope and complexity.
- Respective interfaces that integrate ECDIS or a system of similar scope and complexity, with combat systems, sensor systems, and other ship systems.
- Unique characteristics and capabilities of multiple Navy ECDIS software baselines or a software effort of similar scope and complexity, associated with multiple versions of host combat systems and sensors integrated with Navy ECDIS.
- Sustainment and support of the Navy ECDIS system or a system of similar scope and complexity, to include sustaining engineering, product support management, operational support materials; including technical manuals and training materials, response to, and investigation of critical operational system casualties.
Familiarization with the Navy ECDIS testing or a system of similar scope and complexity, and the associated test environment per the following:
- Understanding of the unique lab and land-based testing environments and how Navy ECDIS software or a software effort of similar scope and complexity, is tested and qualified for delivery to the Government.
- Familiarity with distributed land-based system of systems testing facilities and associated interfaces with Navy ECDIS or a system of similar scope and complexity.
3.3.2 Schedule
Prospective sources must be able to complete production of initial Navy ECDIS hardware no later than 545 days after contract award. Also, prospective sources must be able to sustain the software after a transition period from the previous vendor no greater than 90 days from contract award. Discuss any circumstances or capabilities that would accelerate or impede your company's ability to deliver necessary software and/or hardware by the required dates.
3.3.3 Barriers to Competition
Identify any obstacles to competition in the areas of production, engineering support, test facilities, or defined scope of work that would hinder or restrict your company's involvement in a future competitive procurement. In addition, recommend solutions or mitigation paths for the Navy to overcome the obstacles.

Information that is proprietary or competition-sensitive may be protected from disclosure under the public records statutes only if properly labeled as such.
Any small businesses that believe they can accomplish this entire requirement should indicate their small business status (see FAR Part 19) in their response.
