Introduction
This notice is a Request for Information (RFI) to obtain market research information from sources capable of satisfying requirements identified herein. Responses from all qualified small disadvantage business concerns regarding their capabilities are welcome. This RFI is issued solely for information and planning purposes and does not constitute a Request for Proposal (RFP), Solicitation, Invitation for Bids (IFB), Request for Quote (RFQ), or any other indication that the Government will contract or make a commitment for the requirement described in this RFI of any kind. Responses to this RFI are not offers and cannot be accepted by the Government to form a binding contract. Furthermore, the Government is not, at this time seeking proposals and will not accept any unsolicited proposals. Respondents are advised that the Government will not pay for any information or administrative costs incurred in response to this RFI. All costs associated with responding to this RFI will be solely at the responding party’s expense. Not responding to this RFI does not preclude participation in any future solicitation, if any is issued. Any information submitted by respondents to this RFI is strictly voluntary. All submissions become Government property and will not be returned. Proprietary information will be safeguarded in accordance with the applicable Government regulations. Proprietary information or trade secrets shall be clearly identified. The due date for responses to this RFI is November 12, 2024 (if we get posted by Oct. 21st)
Background
The U.S. Securities and Exchange Commission (SEC), Office of Information Technology (OIT), Enterprise AIML team would like to acquire the technical SME services starting in April 2025 range. The services will primarily support to mature, operate, maintain and enhance the existing production OIT AIML (Artificial Intelligence and Machine Learning) Tech Foundation and its hosted production pilot products; to continue to implement the AIML governance services and establish the basic AIML risk management framework at SEC to manage the AIML use case portfolio and products as required; and to provide Tech SME consultancy and assessment to enable the responsible use of AIML technologies and innovative analytics to support Agency’s mission.
Purpose
The purpose of this RFI is to identify potential small business sources that have the capability to meet the requirements described in the attached SOW document. The information gathered will be used to assist the Government in its market research and acquisition planning.

Information Requested
Interested small business concerns are requested to provide the following information:
1. Company Information:
- Name of the company
- Address
- Point of contact (name, phone number, email)
- Unique Entity Identifier (UEI) number and CAGE code
- Identify relevant NAICS Codes
- Confirmation of small disadvantage business status and certification
- Your company’s size designation within each:
*Identify relevant GSA Schedules your company holds
*Identify other relevant ordering vehicles in which your company participates
*Indicate the current expiration date of your SBA 8(A) certification (if applicable and any affiliation information, i.e. parent company, JV partners, teaming partners, and major subcontractors).
2. Capabilities Statement:
- Description of the company’s capabilities and experience related to the scope of work (include any Agile principles).
- Examples of similar projects completed, including client names and project descriptions.
- Provide your system integration transition or lead time.
- Provide any risks associated with integration with SEC’s network.
- Provide any relevant certifications or qualifications.
3. Technical Approach:
- Brief description of the technical approach to meet the requirements.
- Any innovative solutions or methodologies that could be applied.
4. Past Performance:
- Provide a summary of past performance(s) on similar projects.
- References (including contact information) for past projects.
5. Personnel:

- Provide samples of labor categories being requested in the attached SOW and rates
6. Additional Information:
Once the RFI period ends, the SEC will provide vendors that meet the requirements, an invitation to oral presentations or demo sessions between November – December 2024 to better understand how your organization fulfills the needs of the requested RFI.
