- BACKGROUND
The Department of the Treasury (hereafter Treasury) depends on its ability to securely collect, process, and share information in support of its organizational missions. Treasury’s Office of the Chief Information Officer (OCIO) has stood up TCloud, a hybrid cloud infrastructure and architecture, in support of this objective which was built upon Treasury’s existing on-premises private infrastructure with public and community cloud infrastructures. Utilizing an as-a-service model is a key component of Treasury’s cloud strategy that enables flexible IT consumption and supports a predictable budgetary environment as capital expenses are phased out in favor of operating expenses.
Designed to provide flexible, scalable, and efficient means of utilizing and consuming data in the cloud, TCloud supports experimentation and innovation for mission needs. Key to achieving this objective is the ability to rapidly implement, test and deploy effective solutions for the Department.
- OBJECTIVE
The objective of this Request for Information is to ensure that Treasury can efficiently identify and obtain products and professional services required to support the Treasury Cloud (TCloud) in facilitating the adoption and timely delivery of cloud solutions. The NAICS code for this procurement is 518210, Data Processes, Hosting, and Related Services. Treasury is searching for small businesses that are certified 8(a)/SDB, HUBZone and Service-Disabled Veteran-Owned Small Businesses only.

- Marketplace
Most Cloud Service Providers offer a digital catalog (i.e., marketplace) that provides immediate access to cloud products and services necessary in developing a comprehensive technical solution. CSP marketplace support Cloud compute, storage, network, or software needs and are utilized to:
- provide a comprehensive technical solution,
- validate assumptions via proofs of concepts or pilots,
- assist with optimizing the cloud operating environment by supporting Treasury’s use of marketplace services,
- address surge support requirements (e.g., rapidly analyzing data and generating reports).
The objective of CSP Marketplaces services is to accelerate the development and delivery of cloud solutions by easing the buying, testing, and deployment of software. CSP Marketplaces provide a catalog of products optimized for the cloud environments they reside in, often by the vendor themselves, which facilitates simplified integration, streamlined deployment and provisioning. Treasury is looking for packaged turn-key solutions that can be rapidly deployed and terminated as needed to maximize the benefit of cloud technologies.

This is not a solicitation announcement for proposals and no contract will be awarded from this announcement. Although “proposal” and “offeror” may be used in this request, your response will be treated as information only. Any information provided iin response to this Request will become the property of DO CIO and, in addition, may be subject to disclosure under a FOIA request. This request for information notice is not to be construed in any way as a commitment by the Government, nor will the Government pay for the information submitted in response.

- AWS, Azure and OCI are current Cloud Service Providers utilized by Treasury. Is there a contract vehicle that you would recommend for this requirement, and why? If so, provide the contract and owner/Point-of-Contact details.
- If Treasury procures CSP Products (e.g., compute, storage) through a separate contract, do you foresee any obstacles or challenges integrating necessary CSP Marketplace products and services procured through a separate contract vehicle to deliver comprehensive solutions to TCloud Customers? Any considerations as it relates to CSP Service Level Agreements?
- Do you have any recommendations on how the pricing should be structured for CSP Marketplace items?
