CASABLANCA NCC LAUNCH CAMPAIGN
Background:
The New U.S. Consulate Compound (NCC) in Casablanca is a milestone achievement for U.S.-Morocco relations. It underscores the importance of the diplomatic relationship between the United States and the Kingdom of Morocco. Construction on this state-of-the-art compound commenced in 2022 and the design is inspired by Morocco’s beautiful landscape, cultural heritage, and colors.
The construction company on this project, BL Harbert International hired hundreds of Moroccan tradesmen and women during the construction phase of the compound. Dozens of Moroccan companies supplied materials and services needed to complete the work successfully. The project is nearing completion, and the dedication of the space is tentatively scheduled for the end of 2024.
Scope of Work for Videographer Services for NCC launch Campaign.
Work time frame: June 30 – September 31st
The United States Consulate General in Casablanca is soliciting offers from qualified and established companies to perform professional videography services for the shooting and production of nine (9) videos in support of the launch of the New U.S. Consulate General Compound in Casablanca.
The work includes vigorous pre-production (narrative development, treatment, co-writing of scripts and storyboards), production (compiling raw field footage, stock footage, B-roll, images, and on-camera interviews) and post-production process (editing, voice over, subtitling, and motion graphics), resulting in high quality short videos (reels) for social media and other promotional use. The videos are to be rendered in vertical and horizontal formats to allow for various usage.
Additionally, the project requires the capturing of high-resolution aerial photographs and video content to provide a 360-degree experience of the new U.S. Consulate campus. The bidding quotation should include the use of the company’s own equipment for the full project. Proof of the required permit and/ or license to operate a drone in a residential area, including insurance and safety awareness, are required.
The Public Diplomacy Section will provide the approved branding and logos to be used in the post-production phase of the video designs, awarded bidder is not permitted to use these logos outside of the statement of work described below. The Public Diplomacy Section will also provide background information and historical materials to illustrate the videos and identify guest speakers for each video.
Completion of deliverables include the following work:
- Development (assist and manage narrative development including, but not limited to, style, format, project length, target audience, etc.).
- Preproduction (co-writing and finalizing shooting scripts, interview questions, casting (if necessary), storyboard, animation elements, music, locations; and detailed shot-list); post-production (video editing, audio mixing, animation, artwork, motion graphics, titles, subtitles, digital effects, and theme music).
- The videos will be shot in Casablanca. No travel outside Casablanca will be required for this project. Travel within the city of Casablanca may be required. The service provider will travel by their own means while keeping to the mutually agreed schedule.
Videos
Fully produced and edited videos (length of no more than 1min30s) delivered in the following format:
- Each video will be delivered in 4K landscape and portrait.
- Each video will include licensed music that will be pre-approved by the U.S. Consulate in Casablanca Public Diplomacy team.
- Each video will be delivered in different formats to be shared on social media platforms: Facebook, YouTube, Instagram, and Twitter.
- Some videos projects might require adding animations.
- Each video will be delivered with still images that will be used as a thumbnail for the following platforms: Facebook, YouTube, Instagram.
- Each video will include open captions in the spoken language.

Timeline:
Once the project is contracted out, the service provider shall have two weeks to conduct pre-production stages, in coordination with the Public Diplomacy Section. This includes but is not limited to:
- Research: Understand stories and objectives
- Pre-Production Meeting: Key messaging, identify audience.
- Strategic Vision: Story identification, storyboarding, planning and shoot preparation.
The service provider shall deliver the draft for the first video within the first month after the project is contracted out. The service provider will modify the drafts based on feedback from the Public Diplomacy Section and deliver the videos in regular intervals. The service provider will have delivered the final versions of all nine (9) videos no later than September 30, 2024.
Some video projects may require capturing footage across multiple locations in Casablanca. The service provider will travel by their own means while keeping to the mutually agreed schedule. For filming on the premises of U.S. Government properties, the service provider will be accompanied to the shooting locations by the U.S. Consulate Public Diplomacy Section designee(s) to facilitate access and coordinate onsite activities.
Music Licensing:
The service provider shall be responsible for obtaining all necessary licenses for any music to be used in any Deliverables. Unless agreed otherwise, the costs for such licenses shall be included in the total production budget set forth above.
Clearance/Releases:
All footage filmed will first be submitted to the Regional Security Office (RSO) of the U.S. Consulate General for clearance. The storage media (SD card or similar) containing any footage filmed within the premises of a U.S. Government property will not be removed from said property until the RSO clears on its content. All content for public release will be reviewed by the Consulate to ensure compliance with recording restrictions. The service provider will be informed of these restrictions prior to the start of recording. The service provider shall be responsible for obtaining all necessary clearance releases, permissions and/or waivers from any other rights holders, including licensors of copyrights, trademarks, or other intellectual property that may be used, featured, or appear in the Deliverables.
Ownership:
Subject always to U.S. Consulate Casablanca’s satisfaction of its payment obligations under this Agreement, the service provider agrees that the “Deliverables” constitute audio and visual work(s) specially commissioned and made for hire within the meaning of the United States Copyright Law.
All tapes, negatives and prints of all pictures and sound tracks and material, exposed and/or processed, in the production of the Deliverables, (except for materials supplied to service provider by U.S. Consulate Casablanca) and all material and content contained in the Deliverables, including but not limited to any characters, names, copy, art, logos, and animation, and all right, title, interest and copyrights therein, shall become the property of U.S. Consulate Casablanca upon delivery thereof in accordance with the provisions hereof.
If the Deliverables for any reason are determined not to be a work made for hire, then service provider hereby grants and assigns all right, title, and interest to the Deliverables to U.S. Consulate Casablanca, and service provider will promptly execute and deliver such documents as may be requested by U.S. Consulate Casablanca in order to accomplish the assignment and transfer of all such right, title and interest. Without in any way limiting the foregoing, service provider hereby waives any and all “moral rights,” and any rights service provider may have.
Submission Documents:
To be considered for this opportunity, the following documents must be submitted to the Contracting Officer via email to CasablancaProc@state.gov the email subject shall be the number and title of this solicitation.
The documents include:
- Detailed pricing proposal and quote.
- Retro planning for all project stages as detailed in the above Scope of Work.
- Brochure or other documentation of the firm indicating its experience and expertise in video production; and,
- At least three sample videos of the videographer (s) the firm is planning to use for the project.
