Summary of Specifications:
Bay County requests proposals from qualified contractors for Debris Removal and Disposal Services for a period of five (5) years. No extensions will be granted beyond that period. It is the intent of this solicitation to enter into a pre-event contract, which would result in no immediate cost to the County. This solicitation by the County will result in the selection of at least two experienced firms to remove and lawfully dispose of disaster-generated debris (other than household putrescible garbage) from public property, public right-of-ways and under limited conditions, private properties and private accesses, and to setup and operate Temporary Debris Staging and Reduction Sites (TDSRS) in Bay County, Florida, immediately after a hurricane or other disaster. This RFP includes a description of the scope of work, proposal instructions, and shall serve as the basis for the selection of two or more firms for the work which shall be done on behalf of Bay County. It is anticipated that the Contractor selected shall enter into an agreement for services with the County for a five (5) year contract term. It is the intent that the successful proposer (Contractor) will not be responsible for the preparation of the Federal Emergency Management Agency {FEMA) Project worksheets and submittals to FDEM, FEMA and Federal Highway Administration (FHWA). The Disaster Debris Monitoring Consultant will perform these tasks. The CONTRACTOR is responsible to provide full support to the Disaster Debris Monitoring Consultant and the County for the development of the project worksheets and documentation to support these projects.
