Summary of Specifications:
Scope of Work includes but is not limited to the removal of existing HVAC equipment and supplying and installing new equipment and associated controls. The scope of work at the Courthouse will consist of the completion of a number of tasks which will result in a completely new, energy efficient, space saving and IAQ compliant HVAC system being designed, installed and commissioned. These tasks are highlighted below. All permits required for this work will be the proposers responsibility.
An engineering analysis must be completed on the Courthouse to determine the following: 1. Zoning of equipment application - all of the conditioned area that is included within each zone must have similar temperature, humidity, schedule and makeup air requirements. 2. Zone capacities required - Each zone analysis must include all factors including occupant, infiltration, solar, etc. 3. Equipment selection - Selection of equipment and components must consider capacity, air distribution, temperature gradients within the zone, physical impact to the occupied space, appearance of the equipment and their associated components, minimal impact to zone occupants during installation, efficiency and performance. 4. Occupied building impact - The proposed system must be installed and placed in operation while the fully occupied Courthouse is being served by the existing HVAC system. The systems listed in this RFP allows for incremental staging of startup of the new systems. 5. IAQ needs. These IAQ needs must be based upon comfort levels supplied by ASHRAE specifications, specifically, but not limited to the latest Standard 62-2004. 6. Other logistical considerations - The Bay County Courthouse is a very old facility that has had numerous modifications both to the structure and to the utilities. The analysis must consider all of these constraints and the necessary logistics in the application and installation of the new HVAC systems and the utilities that serve them.
Based on the results of this engineering analysis, equipment matching the Section 4 requirements shall be selected. This equipment must be laid out on the included drawings, and engineering data supplied for each piece of equipment to show compliance with ASHRAE and equipment specifications. This engineering data is to include loads, design outside air and space wet bulb and dry bulb conditions, CFM requirements, outside air requirements, and control sequence of operations. This engineering analysis is subject to approval by the County. This engineering analysis, equipment selection and equipment placement must be submitted as part of the RFP.
