Summary of Specifications:
The project includes the designing, permitting, furnishing, installing, integrating, testing, training, and documenting of all system components outlined in this Request for Proposals (RFP), EXHIBIT 1– Minimum Technical Requirements (MTRs), EXHIBIT 2 – Concept for Bay County Intelligent Transportation System (ITS) Expansion and EXHIBIT 3 - Technical Special Provisions for Bay County Traffic Engineering. The primary components of this project shall include: • Design and deployment of fiber optic conduit and cable. • Design and deployment of intelligent transportation system field devices. • Upgrades to existing intersections for specified standards conformance. • Connection to designated Bay County School facilities as outlined in EXHIBIT 2. • Connection to Panama City Beach facility as outlined in EXHIBIT 2. The minimum functional and technical requirements for the design, procurement, installation, integration, and testing of the various project elements are included in the RFP and EXHIBITS 1, 2, & 3. The preliminary location of the ITS field elements and the fiber optic communications network are identified in EXHIBIT 2 – Concept for Bay County Intelligent Transportation System (ITS) Expansion. It is the responsibility of the Design/Build Firm to identify all the equipment required to provide a complete integrated system as defined in this RFP and its attachments. All system auxiliaries and peripheral equipment including, but not limited to, video encoders/decoders, fiber optics transceivers, repeaters, terminal servers, media converters, connectors, cables, testing equipment, and software, etc. are considered as part of and are to be included under the individual subsystems. Spare hardware items will also be required and are defined in the MTRs. All system equipment utilized shall be listed in Technical Special Provisions for Bay County Traffic Engineering (EXHIBIT 3), on the FDOT Approved Products List (APL), or be pre-approved by Bay County Traffic Engineering Division. A MANDATORY Pre-Proposal meeting will be held at 1:00 PM (CST) on June 7, 2011, in the Public Works Department at 840 W. 11th Street, Panama City, Florida 32401. THE PRINCIPAL ENGINEER IN CHARGE OF PROJECT DESIGN AND THE CONSTRUCTION PROJECT MANAGER MUST ATTEND THE PRE-PROPOSAL MEETING. Proposals will only be accepted from firms in attendance at this pre-proposal meeting.
