Summary of Specifications:
The Bay County, Florida, Board of County Commissioners is currently seeking proposals for professional land use legal services on a contract basis. Minimum qualifications include admission to the Florida Bar and five (5) years experience in local government legal work. Position reports to Board of County Commissioners and works in close coordination with the County Manager, County staff and the Planning Commission. The individual or firm's qualifications and experience that will be evaluated in the selection process include expertise in areas of growth management, planning, land use, zoning, environmental law, and code enforcement, litigation and handling judicial and administrative proceedings regarding land use matters. The nature and extent of Florida experience in City/County government and education related to urban planning and professional planning affiliations will also be carefully evaluated. Proposals shall identify these and other qualifications, a plan for committing the necessary resources for timely responses, client references and a proposed fee schedule. Individuals or firms interested in providing land use legal services may obtain a Request for Proposals (RFP) at Bay County Purchasing Office, 517 E. 9th Street, Panama City, Florida 32401. Proposals shall be received by Jim Clawson, Purchasing Agent, no later than 4:00 P.M. (CST), June 4, 2003. The County reserves the right, in its sole and absolute discretion, to reject any or all proposals, to cancel or withdraw this RFP at any time and waive any irregularities in the proposal process. The County reserves the right to award any contract(s) to the consultant(s) which it deems to offer the best overall service; therefore, the County is not bound to award any contract(s) based solely on lowest quoted price. The County, in its sole and absolute discretion, also reserves the right to waive minor defects in the process and to accept the proposal deemed to be in the County's best interest.
