Summary of Specifications:
Bay County Board of County Commissioners is soliciting sealed Proposals from qualified firms or individuals to provide services at Rick Seltzer Park, to include, but not limited to, the management and operation of concessions and to provide open water (ocean) lifeguards. Lifeguards shall be in compliance with “Bay County Lifeguard Registration Ordinance No. 87-10. Lifeguards shall also comply with provisions in 401.435 of the Florida Statutes regarding “First Responder Agencies and Training”. It is anticipated that a minimum of one (1) lifeguard will be required at Rick Seltzer Park. Concessions may include, food, beach chair/umbrella and kayak/paddle board rentals. Specifically excluded are rentals of motorized items such as wave runners and parasailing. Various other sundries such as sun-block, hats or T-Shirts may be offered to the public for sale. Concession items may be expanded if approved by the County. The County reserves the right to negotiate with the successful concessionaire to provide services, which are within the scope of this RFP, for additional sites if needed. The Concessionaire will be responsible for obtaining all permitting related to concessions and lifeguard services to include beach access and operation of vehicles on the beach. No permanent structures will be allowed unless approved by Bay County.
