Summary of Specifications:
The work involves having the dredge sludge hauled from the Military Point Industrial Wastewater Treatment Plant. The Transportation Contractor shall transport sludge to a disposal site of the County’s choosing during the hours of 7 a.m. and 4 p.m. (CST), Monday through Friday. The Contractors may, on some occasions, operate on weekends or holidays as necessary to maintain sludge removal with prior approval from the County. The Contractor shall provide all equipment, driver, and fuel to truck the sludge from the Military Point Lagoon. All equipment shall be kept in good repair and all sludge is to be contained properly in the truck. All Vehicles must be able to get on to TAFB, operate on public roads, and not leak anything. A permanent transfer pipe penetrates the berm for transferring sludge from the dredge operation. Decanting and drying in the holding ponds thickens the sludge to an approximate solids content of 6% to 12%. The average sludge solids content was approximately 8%. The volume of dredged material is estimated not to exceed 75,000 cubic yards per year. Transport of thickened sludge to a disposal site is estimated to be approximately 2,000 dry tons per year during the entire term of the Contract. Due to the nature of the process and variability of the material, the County does not guarantee the amount of sludge the successful bidder will transport.
