Summary of Specifications:
1. SCOPE
The purpose of this bid is to establish an agreement regarding price, service and delivery of polymer for the centrifuge solids handling system at the Military Point Advanced Wastewater Treatment Facility (MPAWTF) located on Tyndall Air Force Base in Bay County, Florida. Only chemicals known as organic polymer which are synthetic, high molecular weight, water soluble polyelectrolytes and manufactured specifically as flocculents for sludge conditioning will be used. The polymer is to be purchased in accordance with the Bay County Purchasing Department terms and conditions and the following specifications.
2. PRODUCT SPECIFICATION
Polymers shall be emulsion type only and readily and completely soluble in water. The polymer must maintain ninety percent (90%) strength for up to six (6) full months after delivery. Physical and chemical characteristics shall not change during this period. The polymer materials in both concentrated and diluted form shall be classified as non-hazardous material for shipping and use under applicable standards and shall not require special handling nor shall they pose hazards to employees working with them. The polymer supplied must have a low toxicity with respect to contact with the skin and eyes and to accidental ingestion or inhalation. First aid or other suggested medical treatment procedures for this product must be furnished by Supplier prior to delivery of the first shipment along with material safety data sheets (MSDS).
Must comply with NSF 60/61 Standards.
3. PRETESTING
Bench work to screen products for use in full-scale testing is required and will be conducted from September 16, 2009 through September 28, 2009. This testing will be done on site in the facilities of the MPAWTF. Bench testing will be limited to one day per vendor. Specific dates for bench tests must be scheduled with the Senior Lead Wastewater Facilities Operator at (850) 286-3509 by September 16, 2009 and will be handled on a first call first scheduled basis.
4. FULL-SCALE TRIALS
A formal full-scale trial must be conducted using the specific polymer proposed for a bid to be considered. The full-scale trial shall be run as detailed in the specifications with a manufacturer’s representative present. The full-scale trial shall be conducted between the dates of October 12, 2009 and October 22, 2009. The specific date for the full-scale trial must be scheduled with the Senior Lead Wastewater Facilities Operator at (850) 286-3509 by October 12, 2009 and will be handled on a first call, first schedule basis.
