Summary of Specifications:
The Bay County Board of County Commissioners (County) seeks bids from qualified Contractor’s experienced with hauling and disposing of the digested sludge in liquid form (one to three percent solids by weight). Contractor is to provide equipment, labor, permits and disposal site(s) to haul and dispose of stabilized, liquid sewage sludge from the County's Wastewater Treatment Facilities. The County’s Wastewater Treatment Facilities are: Military Point Advanced Wastewater Treatment Facility (AWT) located at 100 Lagoon Rd., Tyndall Air Force Base, FL; North Bay WWTP located at 1121 Fred Anderson Rd, Southport, FL and the River Camp WWTP located at 7101 TiTi Rd, Panama City Beach, FL. The digested sludge would be pumped directly from the aerobic digesters into a tank truck. Liquid sludge is not permitted in a landfill, so another acceptable and permitted alternative will be required. All methods and means employed during the execution of this contract cannot violate any FDEP regulations, specifically including Chapter 62-640, Florida Administrative Code, and shall meet the Bay County Residual Land Application Plan requirements of the Agricultural Use Plan as applicable
