The City of Mary Esther requests proposals from qualified individuals or firms to provide one or more of the following services: (A) Administration and/or (B) Engineering services for a State of Florida Small Cities Community Development Block Grant. The City will be submitting an application for FFY 2019 CDBG funding in the next available funding cycle; therefore, procurement and contracting must follow CDBG regulations.
Grant Administration services include complete administration such as, but not limited to, financial management, minority business enterprise/contract reporting, record keeping, filing; preparing requests for funds, amendments and re-scoring if necessary; identifying potential conflicts of interest, attending monitoring meetings and preparing responses for any findings; assisting with fair housing activities; updating the civil rights profile; ensuring labor standards and procurement of contractor requirements are followed and preparation of closeout documents for the project.
Engineering services include surveying, testing, design, cost estimating, permitting, construction administration and resident observation.
Proposals for one or more of the services will be considered on an equal competitive basis. Qualifications for each service must be described separately. Proposals for each of the services will be evaluated separately, using the following criteria, which are listed in order of relative importance:
- Knowledge of State & Federal Regulations governing the CDBG program; 25 points
- CDBG experience; 25 points
- Approach to Task; 25 points
- References: Minimum of 5 projects currently ongoing for which you are responsible; 15 points
- Ability to become quickly familiar with local conditions; 10 points engineering, 5 points administration
- Fee; 5 points administration only
- MBE/WBE shall prevail in the event of a tie.
Proposals for administration services must indicate a fee for the service, with an explanation of the basis for the fee. Fee may be quoted as lump sum, percentage or hourly rate. Engineering fees will be negotiated after ranking, in compliance with the Florida Consultants Competitive Negotiation Act. Separate contracts will be awarded for each of the services.
An original and ten (10) copies of sealed proposals, marked “CDBG Services” must be received by 2:00 p.m., Tuesday, September 3, 2019, at the Council Chambers of Mary Esther City Hall located at195 Christobal Rd., N., Mary Esther, FL 32569. All mailed proposals shall be addressed to the attention of the City Clerk at the address listed above.
The City of Mary Esther reserves the right to reject any or all proposals, to waive any minor informalities or minor irregularities in the proposal process, all things being considered equal.
