Summary of Specifications:
BRIDGE IMPROVEMENTS AT THE BISCAYNE WATERWAY AND INDIAN CREEK BRIDGES Scope of Work: The work specified in this bid consists of furnishing all materials, labor, equipment, supervision, mobilization, overhead & profit required to provide but not limited to the following:
A. Work includes:
a. The “work” of this Contract is defined in the Contract Documents to include, but not necessarily to be limited to: a) Bridge modifications to be performed to the Indian Creek Bridge and the Biscayne Waterway Bridge along 41st Street, Miami Beach, Florida. b) Sidewalk expansion of the north and south sidewalks of the Indian Creek Bridge. The improvement will increase the existing sidewalk from 7.5’ to 12’ (on the north side) to 11.5’ (on the south side). c) Placement of decorative concrete pavers on the existing sidewalks for the Indian Creek and Biscayne Waterway Bridge. d) Milling and resurfacing of the existing asphalt pavement to be performed only at the Indian Creek Bridge. e) Signing and pavement marking improvements to 41st Street in the area of the Indian Creek Bridge. f) Replacement of the existing bridge railing to both the Indian Creek and Biscayne Waterway Bridges. g) Specialty bridge lighting for the Indian Creek Bridge. h) Roadway and pedestrian decorative bridge lighting system for the Indian Creek Bridge. i) Bridge barrier walls on the north and south sides of the Indian Creek Bridge and Biscayne Waterway Bridge to be covered with a glass tile mosaic design. The tiles will form a “wave” pattern. j) Signalization upgrades to the existing signalization at the intersection of 41st Street and Indian Creek Drive.

1. Documents affecting work of this Section include, but are not necessarily limited to, General Conditions, Special Provisions, Supplementary Conditions, and Sections in Division 1 of the Specifications.
Estimated Construction Budget: $600,000
Minimum Requirements: Prospective Bidders must have three (3) years minimum experience as a Prime Contractor. Prospective Bidders must have completed as a prime contractor, at least three (3) projects within the last ten (10) years, associated with highway or bridge construction with each project valued at $500,000 or more. Prospective bidders or their sub-contractors must have experience in highway work, reinforced concrete structures, asphalt paving and placing decorative pavers, and applying ceramic tile.
The Prime Contractor must be licensed in the State of Florida as a General Contractor. Each Bidder shall furnish a list of projects demonstrating experience encompassing the above referenced components. In order to properly evaluate the bids, the City requests that each prospective Bidder submit 3 project references for representative projects completed within the last ten (10) years that meet the minimum requirement set forth above. It is further recommended that such projects include the following information and components: • Project Name • Project location • Brief description and contract value of work performed • Names, addresses, telephone number, fax number, and contact name for the following: • Owner or Agency • Architect or Landscape Architect, or Engineering Consultant • Prime Contractor (if work performed as a Sub Contractor) • Name of Prime Contractors’ project manager and field superintendent • Awarded contract amount and final contract amount • Explanation of differences between award and final contract amounts, if difference exceeds 10% • Original scheduled project completion date and actual final completion date.
The Prime Contractor and/or Sub-Contractors must have required licenses in order to qualify for, and obtain all required permits for the completion of the project.
A Non-Mandatory Pre-Bid Conference will be held at 10:00 a.m. on April 6, 2004 at the City of Miami Beach City Hall, First Floor Conference Room, located at 1700 Convention Center Drive, Miami Beach, FL 33139.
