PUBLIC NOTICE
REQUEST FOR QUALIFICATIONS FOR CITYWIDE GEOTECHNICAL AND LABORATORY TESTING SERVICES, ON AN AS-NEEDED BASIS, FOR THE CITY OF MIAMI BEACH.
Request for Qualifications (RFQ) No. 04-06/07
Scope of Services
The City of Miami Beach is required to perform subsurface explorations, obtaining representative samples, and performing other various geotechnical services for City facilities, right-of-way projects and other miscellaneous Capital Improvement Projects. Although the City has been procuring Geotechnical services by using the services of engineering firms under other City contracts, most of the Geotechnical Services, which includes Testing and Soil Borings, are subcontracted to third party sub-consultants of these firms.
By issuing a Geotechnical Services RFQ and its subsequent Agreement(s), the City will be able to adequately plan and incorporate Geotechnical and Soil Testing Services as part of the pre-construction preparatory work, which is a phase that is part of every City construction project. In addition, the Geotechnical firm(s) would provide personnel that are qualified, trained and thoroughly familiar with the City’s rules, policies, and procedures in inspection, sampling testing, and reporting various areas and stages of construction. The ability to have a rotating list of Geotechnical firms would enable the City to procure these services directly at a cost savings to the City. It will be the Administration’s intent to select multiple firms to provide this service for the City.
It is the intent of the City of Miami Beach to select several firms under this RFQ, which will be contacted on a rotational basis. This contract shall be for two (2) years, with two (2) optional renewal years at the City's discretion.
Sealed qualifications will be received until 3:00 PM on November 17, 2006, 2006, at the following address:

Any response received after 3:00 PM on November 17, 2006 will be returned to the consultant unopened. The responsibility for submitting qualifications before the stated time and date is solely the responsibility of the consultant.
The City will not be responsible for delays caused by mail, courier service, including U.S. Mail, or any other occurrence.
A non-mandatory Pre-RFQ Submission Meeting is scheduled for November 3, 2006 at 10:30 a.m. at the following address:

Attendance (in person) to this Pre-RFQ submission meeting is encouraged and recommended as a source of information but is not mandatory. .
The City of Miami Beach reserves the right to accept any proposal deemed to be in the best interest of the City of Miami Beach, or waive any informality in any proposal. The City of Miami Beach may also reject any and all proposals.
