Invitation to Bid No. 11-05/06
Sealed bids will be received by the City of Miami Beach Procurement Director, 3rd Floor, 1700 Convention Center Drive, Miami Beach, Florida 33139, until 3:00 p.m. on the day of January 31, 2006 for the first five (5) identified seawalls, (Items #1 – 5 ONLY) and on the day of February 14, 2006 for (Items #6 – 11 ONLY) the remaining six (6) seawalls for:
EMERGENCY SEAWALL REPAIRS
Purpose: The purpose of these sealed bids is to establish a contract(s) to a qualified contractor(s) to provide design, permitting and construction services to repair and/or replace a total of eleven (11) seawalls that have been damaged by Hurricane Wilma.
Minimum Requirements: All construction work shall be performed by a Florida licensed contractor who specializes in seawall construction. The contractor shall provide documentation that indicates successful completion of at least 10 similar projects of the scope and size requested. Contractor shall also document capabilities to perform concrete construction, concrete restoration, revetment construction, stormwater and outfall cleaning, mitigation project construction, pile driving, demolition of existing structures, site restoration, and landscaping. Larger projects in scope and size are also acceptable. The contractor shall have the ability to manage multiple projects simultaneously and have sufficient staff to perform the work without delay. The contractor shall provide resumes of key personnel and a list of equipment available for this work.
The contractor shall obtain regulatory approvals from Florida Department of Environmental Protection (FDEP), US Army Corps of Engineers, and Miami Dade County DERM. The contractor shall provide, through its own staff or by sub-consultant, a benthic resource survey, if required by DERM. The contractor shall also obtain a City of Miami Beach Building Department and Public Works approval of final plans and specifications. The contractor shall obtain a right-of-way permit from the Public Works Department.
Site Visit: Prospective bidders shall visit the seawalls identified on the Bid Proposal Pages (Pages 25 – 28) as soon as possible, with the understanding that any/all questions relative to the Scope of Work shall be submitted in writing to the Procurement Director within ten (10) calendar days from the above scheduled bid opening dates.
The City of Miami Beach has contracted with BidNet and has begun utilizing a new central bid notification system created exclusively for state and local agencies located in South Florida. Created in conjunction with BidNet(r), this new South Florida Purchasing system has replaced the DemandStar system and allow vendors to register online and receive notification of new bids, amendments and awards. Bid Guaranty: A Bid Guaranty is not required, however the successful Contractor(s) shall provide the required Performance and Payment Bonds, each in the amount of one hundred (100%) percent of the contract amount (See Section 2.13) and evidence of required insurance within fifteen (15) calendar days after notification of award of the Contract. Contractor(s) shall provide a one year warrantee of the work, and the Contractor(s) shall provide As-built drawings to the City for final acceptance prior to issuance of final payment.
At time, date, and place above, bids will be publicly opened. Any bids or proposals received after time and date specified will be returned to the bidder unopened. The responsibility for submitting a bid/proposal before the stated time and date is solely and strictly the responsibility of the bidder/proposer. The City is not responsible for delays caused by mail, courier service, including U.S. Mail, or any other occurrence.

The Bid title/number shall be referenced on all correspondence. All questions must be received no later than ten (10) calendar days prior to the scheduled Bid opening date. All responses to questions/clarifications will be sent to all prospective bidders in the form of an addendum.
The City of Miami Beach reserves the right to accept any proposal or bid deemed to be in the best interest of the City of Miami Beach, or waive any informality in any proposal or bid. The City of Miami Beach may reject any and all proposals or bids.
