EMERGENCY DISASTER DEBRIS MONITORING SERVICES FOR THE CITY OF MIAMI BEACH Request for Proposals (RFP) No. 16-05/06 In the event of an emergency, such as a hurricane, the City would lack sufficient resources to undertake debris monitoring services as required by FEMA. The purpose of this RFP is to retain and secure the services of qualified Consultants that can provide the debris monitoring services for the City, addressing all FEMA requirements. In order for the City of Miami Beach to receive assistance for disaster debris removal from FEMA the City must implement a debris removal monitoring service. This service is provided by independent consultants that are selected by the City to provide this service. Monitoring of debris removal and disposal Consultant activities is a critical component in successful debris operations and in the justification and documentation of any application for FEMA Public Assistance funding. The responsibility of these Consultants will be to deploy trained debris monitors to observe and document Consultant activities. At a minimum these monitors should be stationed at all pick-up and disposal sites. Sealed proposals will be received until 3:00 PM on May 19, 2006, at the following address: City of Miami Beach City Hall Procurement Division -- Third Floor 1700 Convention Center Drive Miami Beach, Florida 33139 Any response received after 3:00 PM on May 19, 2006 will be returned to the Consultant unopened. The responsibility for submitting proposals before the stated time and date is solely the responsibility of the Consultant. The City will not be responsible for delays caused by mail, courier service, including U.S. Mail, or any other occurrence. A Pre-Proposal Submission Meeting is scheduled for May 2, 2006 at 10:00 a.m. at the following address: City of Miami Beach City Hall 1700 Convention Center Drive Fourth Floor City Manager’s Large Conference Room 1700 Convention Center Drive Miami Beach, Florida. The City of Miami Beach has contracted with BidNet which utilizes a central bid notification system created exclusively for state and local agencies located in South Florida.
