Pensacola Energy seeks a firm to perform a walking leak survey with leak detector equipment of the distribution system including gas mains, services, and meters in accordance with and as a minimum requirement, the most current Title 49 Part 192 of the Code of Federal Regulations and Chapter 25-12 of the Rules of the Florida Public Service Commission.
The firm shall be responsible for and incur all costs necessary for performance of work in accordance with the Contract terms and the current and prevailing federal, state and local regulations governing the work. This shall include, but is not limited to, personnel, vehicles, cell phones, computers, tablets, leak detection equipment, and calibration equipment.
During the leak survey, contractor will also be required to inspect for atmospheric corrosion and record condition of all above ground pipeline facilities used in the distribution of gas including metallic line pipe, valves, regulators, relief valves, residential meters, commercial meters, assemblies, and other appurtenances connected to the distribution system.
Prior to commencement of any survey work, the firm will supply Pensacola Energy with user manuals for all leak detection equipment utilized to perform surveys (paper copies or electronic versions are acceptable). The manual must include and have highlighted the manufacturer’s recommended calibration cycle. The firm must provide Pensacola Energy with calibration documentation in electronic format for all leak detection equipment prior to utilizing the equipment to perform leak survey and monthly thereafter. Calibration must be performed on a schedule that does not exceed the manufacturer’s recommended calibration cycle.
