ITEM A – 15W-40 BULK ENGINE OIL

• Required product: Valvoline Premium Blue One Solution Gen2 15W-40
• Cummins CES 20092-certified for use in CNG and diesel engines
• No substitutions unless accompanied by:
  • Third-party verification of compliance with CES 20092
  • Official Cummins OEM approval confirming full compliance

• • Anticipated purchases -   4,000 gallons per year.

• Required product: Performance Plus® EX AW 68 Hydraulic Fluid
• Already in use across ECUA’s fleet to maintain system compatibility
• Any proposed alternative must include:
  • Third-party laboratory testing results verifying full compatibility
  • Manufacturer’s statement confirming it does not require system flushing, modifications, or impact OEM warranties

• Anticipated purchases – 3,300 – 4,950 gallons per year

3. • Viscosity at 100°C and 40°C
   • Total Base Number (TBN)
   • Sulfated Ash Content
   • Shear Stability
   • Oxidation and Nitration Resistance
   • Wear Metals & Contaminants (e.g., Iron, Copper, Silicon, Soot, Fuel Dilution, Water Content, and Additive Levels)
   • Cold Cranking Simulator (CCS) Viscosity
   • High-Temperature, High-Shear (HTHS) Viscosity
   • Compliance with API CK-4 / FA-4 standards
   • Verification of compliance with Cummins CES 20092 performance criteria
4. Non-Compliance and Vendor Responsibilities

4. • The vendor must replace the non-compliant oil within five (5) business days at no additional cost to the Purchaser.
   • The vendor shall bear all costs associated with the disposal of the non-compliant product.
   • The vendor shall reimburse the cost of laboratory testing if the product is found to be non- compliant.
5. Repeated Non-Compliance and Penalties

5. • A fine of $10,000 per non-compliant batch to cover operational disruptions, disposal costs, and testing fees.
   • Vendor probation or contract suspension until compliance measures are proven.
   • If non-compliance persists beyond two incidents, the contract may be terminated for cause, and the vendor may be placed on a restricted or banned vendor list for future procurements.
