Summary of Specifications:
The School Board seeks a qualified vendor to provide product development of an LIIS to support, manage and enhance online learning, as well as, meet the RTTT requirements. Additional information on RTTT requirements can be found at http://www.fldoe.org/arra/LIISMS.asp. The School Board currently has various components that meet some of the LIIS minimum requirements. An attached spreadsheet is found on page 20 that indicates which standards the School Board has currently met. Therefore, “ground up” development will not be required. At present, the School Board uses a variety of resources from various vendors as well as in house applications to meet professional development, data analysis and parent information needs. Ultimately, the School Board desires an LIIS that integrates seamlessly with our current Student Information System (SIS), which includes the use of TERMS Database, Dashboard, Gradebook, My Learning Plan, Data Star, Renaissance Learning, Active Directory, PMP Star and IEP Star. At the completion of this project the School Board will own the source code for the LIIS and will utilize its programming staff to maintain and modify the LIIS. At the conclusion of this project the School Board of Okaloosa County will be the sole owner of the LIIS source code, programming notes, programming comments, and technical assistance material needed to maintain or modify the LIIS. The School Board of Okaloosa County will have the right to modify or expand upon the LIIS as it deems necessary. The School Board of Okaloosa County may contract with the developer at a specified hourly rate at the conclusion of the project for additional technical assistance, or for training of the end user training or Information Systems staff. The term of this Agreement will be effective on July 1, 2013 through June 30, 2014, and may, by mutual agreement between the School Board and the Contractor, be renewable for two (2) additional one (1) year periods. All prices shall be firm for the term of this contract, including any renewal periods. The Contractor agrees to this condition by signing their proposal. The term of any contract shall be subject to the cancellation/termination provisions contained in this RFP.
